General Guidelines
Officiating youth hockey is a great place to start your officiating career and stay apart of the game. If you have any questions or are thinking about starting, call your district supervisors at any time.
Certification Process
If you are ready to move ahead with the certification process, go to the Certification tab on the left for more information on how to register for the upcoming season. The first step in becoming and official is to register online as an ice official at www.usahockey.com. All officials MUST register with USA Hockey, attend an official's seminar, and pass the recquired exams each season to become certified.

Any parent of a child under 13 years-of-age who wishes to register their son/daughter for an officiating seminar must create a profile for the child. It will ask for a birth date; please enter yours (adults), as the system will not allow 13 or younger to sign up on own. From there you should be able to access the Seminar Catalog.

SEMINAR ATTENDANCE
Attendance at a sanctioned USA Hockey Officials Seminar is required for all applicants, regardless of level. This seminar must consist of both classroom and ice time, conducted by USA Hockey Trained Instructors. At the seminar, every official and instructor in attendance must be sure to "sign in" on the official USA Hockey Seminar Attendance Form. This form will be returned to the National Office and attendance recorded in each official's record. Level 4 applicants must attend a level 4 specific seminar. There will be no opportunity to complete the level 2, level 3 or level 4 closed book testing except at the USA Hockey seminar you attend.
OPEN BOOK TEST
Once registered online, you will recieve your rules book via mail. Online Open Book Tests are completed at www.usahockey.com, under the officials tab.
CLOSED BOOK TEST (Level 3 & 4)
This test will be administered at the Officiating Seminar that you attend.

COMPLETION
Once the above steps have been completed and you have passed your required tests, your card and crest will be mailed to you.
The Officiating Program establishes "levels of achievement" for each individual, from the beginner to the highly-skilled official.
First-year officials must register as a Level 1 official and may officiate at the lower levels of hockey.
LEVEL 1: May officiate games at age levels 8 or Under thru 12 or Under (Mites through Pee Wees). Requirements:
Register with USA Hockey.
Attain an open book exam score of 35/50.
Attend and complete an officiating seminar administered by USA Hockey.
LEVEL 2: May officiate at the 14 or Under (Bantam) and younger age classes after completion of the registration and testing process and after one or two years at Level 1. Attendance at a pre-season seminar is mandatory. Requirements:
Register with USA Hockey.
Must have been Level 1 or higher within the last two seasons.
Attain an open book exam score of 85/100.
Attain a closed book exam score of 24/30.
Attend and complete an officiating seminar administered by USA Hockey.
LEVEL 3: The Level 3 official has proven his abilities over a period of years. Level 3 officials may referee games through the 17 or Under age classification (Midget) as well as Over 20 (Senior) and act as a Linesman for Junior hockey games (19 and under). Requirements:
Register with USA Hockey.
Must have been Level 2 or higher the previous season.
Attain an open book exam score of 90/100.
Attain a closed book exam score of 40/50.
Attend and complete an officiating seminar administered by USA Hockey.
LEVEL 4: Level 4 officials may work all levels of USA Hockey. Applicants must have one year experience at Level 3, must successfully complete the open-book exam, the closed-book exam, a skating test and attend a pre-season seminar.
Register with USA Hockey.
Must have been Level 3 or higher the previous season.
Attain an open book exam score of 90/100.
Attain a closed book exam score of 40/50.
Must pass skating exam and attend & complete a level 4 specific USAH seminar each season.
Arrange to have an evaluation completed, while officiating a high level game, by a trained USA Hockey Evaluator at least once during the calendar year.

GAME SHEET REMINDER
1. check game sheet before game coaches signatures, rosters, officials signatures & card numbers
2. double check game sheet after game, making sure everything is correct
3. boarding, head contact, charging, checking from behind are two separate penalties: minor + misconduct or major + game misconduct
make sure these penalties go in the books on two separate lines. check over book once game is over.
same thing applies for any other penalty that is called and an additional misconduct or game misconduct is added on.
** reminder to clearly print name and card number on game sheet
STATE TOURNAMENT REQUIREMENTS
Must be a Level 3 Official
Contact your District Supervisor and let them know your interest (Located under NDHOA Tab)
Names are passed to State Supervisor for final decision
Selected officials are required to be able to work the entire tournament, all day Friday through Sunday.
